Elite Pentathlon Athlete Support Program – 2006   

 

1.) DIRECT ATHLETE SUPPORT: 

 

Stipulations - Athletes receiving direct athlete support must agree to train full-time, sign individual performance standards and an athlete agreement developed with the head pentathlon coach.  In addition athletes must agree to observe all USADA and WADA rules, regulations and procedures and all UIPM rules.

* In Levels 3 and 4 athletes can miss one marker, but still must achieve the overall pentathlon score or in level 4, place in the Top 3 in order to receive funding.  All points must be achieved in World Cup or/and World Championship. This is the only way for level 3 and 4 to score points for funding.

**Run standard for any time trial/competition at or above 5200 feet will be adjusted by 30 seconds (120 pentathlon points) – men; 40 seconds (160 pentathlon points) – women.

Athletes who achieve the above standards after Oct. of 05’ will be paid at the 05’ rate until Dec. of 05’.

Starting in Jan. of 06’ the athlete will be paid at the above rate for the remainder of their training period.

 

All sports must be competed on the same day or in the same competition to achieve standards.

·        Level 1:                  Must achieve standards at domestic or UIPM sanctioned competition or a trial established by the head coach.

·        Level 2:                  Must achieve standards at domestic or UIPM sanctioned competition.

·        Level 3 & 4:           Standards can only be achieved in UIPM World Cup Category A(World Cups 1,2,3,4,5 and 6)  and/or World  Championship, 2006. Athletes can miss one marker, but still must achieve the overall pentathlon score in order to receive funding

 

 FUNDING FOR TRAINING, TRAVEL AND STIPEND SUPPORT:

·  Athletes funded to any designated camp must meet minimum Level 1 Elite Pentathlon Athlete Support standards.

 ·  Athletes who meet the minimum Levels 2, 3, 4 Elite Pentathlon Athlete Support standards, will be partially funded through air transportation to designated competitions.  However, athletes will have the opportunity to be fully funded based on their performance at the competition: see performance funding matrix pg. 4.

Note: Athletes must pay the coach for their housing, meals, and registration before the flight information will be released to the athlete.  

·  Athletes who qualify for World Championships and meet athlete support standards will be fully funded to that competition.

·   Progression:  Athletes must progress from one level to the next within the required “Training Period” time frame to continue to receive benefits (funded travel and monthly athlete support). If an athlete does not obtain the next level, the athlete will be removed from the Athlete Support program. Once removed the athlete cannot be reinstated until they obtain the highest level they could not previously achieve. Athletes who meet Level 4 will be able to stay at Level 4 as long as they continue to meet Level 4 standards on a yearly basis.

 ·    Training: An athlete who is no longer meeting the Direct Athlete Support stipulations and standards, including but not limited to “training full-time”, will no longer be eligible to receive Direct Athlete Support. When the athlete begins meeting the stipulations and standards again, the athlete must meet the same standard as when they left to be paid the remainder of the months they had in that Level.

 ·        Reimbursement Incentive:  Athletes who do not meet the run/swim standard will be reimbursed for self-funded designated camps and airfare for competitions if he/she progresses to Level 1 during the designated time period.

 

 2.) FUNDING FOR OLYMPIC TRAINING CENTER (OTC) ACCESS:

·     Prioritization for all programs will be given first to athletes with medal potential in 2008 then in 2012 and beyond.

·     Short Term Programs – Consideration for short term programs will be granted to athletes who are training for upcoming competitions or to have a scheduled run/swim test with the Head Pentathlon Coach. Short Term Programs will be a maximum of 3 weeks.

                        In order to receive USOC Funded Access to the OTC, athletes must meet min. Resident Program Trial Period standards. (See Below)

·      Resident Programs – Up to 7 onsite and 5 offsite athletes may be accepted into the resident program at the Colorado Springs Olympic Training Center (until 12/31/06).  NOTE:  Pending OTC availability.

o                   OTC Residence Program is designed to be highly competitive, therefore athletes will be evaluated by the National Team Coaches on an ongoing basis to determine continuation in program.

o                   All athletes must sign an athlete agreement and individual performance markers/benchmarks that track improved progression through the year. If under the age of 18, athletes must have parent signature.

o                   Must achieve standards at domestic or UIPM sanctioned competition or trial established by the head coach resident athletes.

o                   To be considered for re-entry into the resident program after leaving or being removed, athletes must be able to demonstrate through competition the ability to succeed at higher level than when they were previously in the resident program and show more potential than athletes that are currently in the resident program.

o                   Given their full-time military status, WCAP and other military athletes do not qualify for campus housing.

o                   Colorado Springs OTC resident program will be reevaluated in fall, 2006 to determine the needs for 2007 and beyond.

 

 Age Divisions and Standards for Consideration:

 

o                               Seniors – (Age 22 and above)

§                                 Trial Period (1 – 2 Months) Athletes must have a combined run/swim score of 2375 points for Males and 2285 points for Females for consideration for resident program.

 

o                               Juniors – (Age 19 – 21)

§                                 Trial Period (1 – 2 Months) Athletes must have a combined run/swim score of 2200 points for Males and 2125 points for Females for consideration for resident program.

 

o                               Youth -  (Age 17- 18)

§                                 Trial Period (1 – 2 Months) Athletes must have a combined run/swim score of 2000 points for Males and 1800 points for Females for consideration for resident program.

 4.) INCENTIVES:

Any athlete may receive an incentive award when meeting the following criteria at designated 2006 Senior UIPM Sanctioned Category A (priority) World Cups and NORCECA (See Below).

ELITE ATHLETE HEALTH INSURANCE (EAHI)

EAHI slots will be offered to the top 2 men and top 2 women based on the IPPS Ranking at the conclusion of the 2006 UIPM World Championships.  To be eligible for EAHI, athletes must be in the top three of the IPPS Rankings after the conclusion of World Championships.

 

OTC RESIDENT ATHLETE HEALTH INSURANCE

OTC resident athletes are covered by the USOC’s Excess Medical Accident Policy with a deductible of $250.  This policy is EXCESS of any other health and medical insurance on which the athlete is named or may have coverage.  In order to access coverage, any accident or injury must be reported to the USOC medical staff and a claim form must be completed prior to seeking treatment from non-USOC medical personnel.

 

 5.) INDIVIDUAL PENTATHLON POINT SYSTEM (IPPS) & TEAM SELECTION

The purpose of the IPPS is to provide a ranking system for elite U.S. Pentathletes and to select U.S. representatives for designated Competitions

The IPPS rankings list will be posted on the modern pentathlon website at www.usolympicteam.com/152.htm.

·                    IPPS points can only be earned in Senior competitions.

·                    Athletes can achieve 2006 IPPS points at the following designated competitions:

o                   2005 NORCECA in Guatemala, Dec. 2-4th  

o       2006 Domestic Competition 1 (Jan./Feb.) (NO–RIDING, each athlete will receive 1116 pts if they have scored over 1000 pts in a 2004-2005 pentathlon riding competition) 

o       2006 U.S. Pentathlon National Championships

o                               UIPM World Cups 1, 2, 3, & 4

o                               UIPM World Championships

 

·        Athletes who do not begin all five events in any given competition will not receive any IPPS points. (The exception being domestic competition 1 and semi-finals of a World Cup where an athlete only competes in 4 events to make it to the finals or injury or illness once the competition begins).

 

USA Pentathlon will fill quotas for UIPM sanctioned pentathlons with limited entries based on the IPPS ranking list in order of rank, beginning with the highest ranked athlete, until all quotas are filled.

Tie Breaker:  If athletes are tied with the same number of IPPS points, the higher placing athlete at any competition in which IPPS points are awarded, will be ranked higher. If athletes are still tied, the higher placing athlete at any World Cup will be ranked higher.  If athletes are still tied, the higher placing athlete at the most recent mutually contested pentathlon will be ranked higher.

 

Athlete Selection:  In 2006, the USOC shall name athletes to teams representing the U.S. at World Cups 1, 2, 3, 4, 5 $ 6 World Championships, Pan-American Championships, and NORCECA Championships in order of the IPPS rolling rank until all quotas are filled (budget dependent). The yearly rolling rank will use the nine designated competitions in which the athlete can use only their top 3 competitions that they receive the most IPPS points at starting with the 2005 World Cup 1. After the conclusion of the 2006 World Cup 1 the points earned at that competition will replace the points earned at the 2005 World Cup 1 and etc.

The top three ranked athletes based on the rolling rank shall be named to these teams 21 days prior to the start of the competition. If applicable the 4th position will be picked by the same criteria above (Please note: To be eligible for partial funding to competitions athletes must meet the min. Level 2 performance standards)

 

·                    Pentathlon Senior World Championships:  Athletes will qualify for the 2006 World Championships based on the following criteria:

o                       1 position for both men and women will be the winner of the 2006 US National Championships.

o                    2 positions for both men and women will be determined based on the highest combined IPPS points of the best two competitions from the 4 UIPM World Cups in 2006. If applicable the 4th position will be picked by the same criteria above.

 

*If any of the 2 positions for both men and women are not filled from the best combined IPPS Points from the World Cups, the positions will be awarded to the athlete using the yearly rolling rank system as of 2006 National Championships.

 

If any of the above athletes are declared ineligible by the UIPM, the USOC shall submit athletes in order of rank, using the yearly rolling rank system until all quotas are filled.

 

·                    Pentathlon Senior World Championships Relay Team:  The Relay Team will be comprised of the athlete’s who have qualified for World Championships through the above criteria.

 

·                    Pentathlon Junior and Youth World Championships: Athletes will qualify for the 2006 World Championships based on the following criteria:

·                    1 position for both men and women will be the winner at the 2006 US National Championships (USOC Funded if athlete meets the run/swim of 2200 points for Junior Males and 2125 points for Junior Females and 2000 points for Youth Males and 1800 points for Youth Females)

·                    2 positions for both men and women will come from the 2nd and 3rd place winner at the 2006 US National Championships (Non Funded)

 

*Once Athletes are offered to represent the U.S. team, the athlete will be given five days to accept or decline their position on the Team or risk forfeiting their position to another athlete. If the athlete accepts position and later declines position, will be forced to reimburse all expenses due to the change (Unforeseen circumstances will be taken into consideration).

·        Athletes must meet UIPM standards to compete in international competitions.  These standards include a minimum pentathlon score.
